Use of Unauthorized Components Not Listed in the NOx Technical File
   LIQUEFIED GAS CARRIER
   During a recent SMC audit, it was identified that the Main Engine (M/E) and Generator Engine (G/E) F.O. valve nozzle atomizers in use were not listed in the engines' NOx Technical File.

In the NOx Technical Code 2008 (mandatory under MARPOL Annex VI), strict requirements are established regarding engine components to ensure continuous compliance with NOx emission limits.

The requirement is as follows:

6.2 Engine Parameter Check method
6.2.3.2 The surveyor shall have the option of checking one or all of the identified components, settings or operating values to ensure that an engine with no, or minor, adjustments or modifications complies with the applicable emission limits and that only components of the approved specification, as given by 2.4.1.7, are being used. Where adjustments and/or modifications in a specification are referenced in the Technical File, they must fall within the range recommended by the applicant for engine certification and approved by the Administration.

The approved NOx Technical File explicitly specifies the exact components (such as genuine or approved equivalent F.O. injection nozzles) that must be used. Using unapproved components directly violates the requirement above.

The attending surveyor should take special care when conducting surveys or audits. Particular attention is required for vessels managed by small-sized companies, during Transfer of Class (TOC) surveys, or upon the takeover of second-hand vessels, as non-compliant spare parts are more likely to have been introduced in these cases.
